Cirjan moves to Dinamo as a free agent with his Gunners contract running down this month.
The 21 year-old spent last season on-loan with Rapid Bucharest, where he made 19 appearances.
He leaves the Gunners after five years on the books.
Cirjan is also a regular with Romania U21s.
